Every turn tick, all combatants fill their Speed Bar by their base speed stat. When multiple characters cross 1,000 Speed Bar points on the exact same tick, the game applies two hidden rules:
Progress = Current Speed Bar + Base Speed Stat
Character with higher total overflow takes action first.2. The Slot Priority Tie-Breaker Rule:
If two opposing characters have IDENTICAL Speed & Overflow values:
